Turn off usage by client type

We have our customers segmented by those we do and do not have usage data for, it would be good to turn off the usage plugin for those accounts added to a specific client type we cannot get usage data for, and would allow us to actually use the usage alerts without fake alerts for customers we do not trakc usage with,
